Default Laptop screen won't light up/fan won't spin

My GF's laptop won't boot up when I turn it on. It's showing current/ power but the fan won't turn on or boot up. The screen won't boot up as well.. You know how when you turn your machine on it revs up like a car because of the fan that is spinning? I'm not quite sure what happened to it.

Anyways, my question is could this be a CPU or fan error.?..

What is the make/model of the computer/how long has she had it?
Could be old and CPU fan died.
Did some event precede this calamity?
Dropped, kicked, farted on.
Does she use it to watch real housewives(any season/any city) in bed with blankets blocking the air vents? (my girlfriend does)
Stressed fan out. CPU doesn't want to be so hot but if it's allowed to it can get hot enough to boil water.
If you turn on the computer and wait a couple of minutes(1-2) and then take a flashlight turn it on and put the face of the light directly up against the screen can you see the desktop(just in the very close proximity to the light)?
Backlight burnt out.

Before we met she used to live in Texas . During the move something could have happened due to heat problems while it being in the car. Also, she had a friend use it who looked up porno and went to sites that were unsafe. So, now I am thinking it's probally a CPU problem.
But then the FAN itself is a mystery.. So maybe all together it got bumped in the car.

IF the comp fried due to viruses , then would that also conflict with the fan as well. What I am asking is, does bios instruct that if CPU is damaged than the fan shall not be runned?

THe make is a compaq presario v2000 w/ AMD processor turion 64
XP home edition

UPDATE: the fan is now spinning... I took a light to the screen.. nothing.. no desk top to see..
Is there a way to take off the folding monitor screen to trace the path of the wire to see if something is un plugged?

No instruction would be given to shut the fan down if there were a problem with the cpu. The reverse should be true. If the fan didn't work your computer might beep or it might shut down. Think of it this way: if excessive heat damages the computer, the Cpu is already damaged and the computer shuts down when it malfunctions why would the computer ever turn on?
When you say "the screen won't boot up", "laptop won't boot up" are you saying that nothing happens when you push the power button except black?
Do a power cycle - While the computer is powered down unplug the power cable from the laptop. Remove the battery. Hold the power button down for eight seconds. Put the battery back in. Plug the power cable in. Turn the laptop on. See what happens
