Default Laptop on AMD SMARTSTEP..ERR HELP!

My zv6000 has smart step or power step techonology wich i forget... and it is made to lower the processors speed when on battery well.... seems like it makes my computer act funny, it performs the same on battery w/powerstep...( shouldnt).... and when idle my cpu usage can go up to 73%?....yes i have adaware yes i have no porgrams but like internet explorer running , but most of the time it idles at 2% or 7% normal.....How do i disable the power/smart step thing ... now there is nothin in bios... and its an amd Sempron 3200...Perfroms great but ....acts odd on usage? runs smoothing then my p4 3.0 ....but it says the usage is higher at idle and simple task?..... oh and do the sempron and amd 64 bit have the same chip slot..(i might upgrade it to amd 64 bit version processor).......and i would like to know if there is a download for a good fsb overclocker(this laptop is made to handle higher processors so it can handle a small over clock) takes up to amd 64 3800 or 4000 i think
