ahh I see what you mean, thy must be cheaper then correct, and also it's going to be a problem, you see i'm 16 years old and in my househole with my parents I'm the only one who knows quite a bit with computers so the server pc will have to be in my room with my pc upstairs and all the wires are going downstairs into my router just infront of my ntl box, if I put the defualt server pc in my room ill have to change everyones leads in the house and make them lead into my room

Then you might check out this suggestion, unless they would allow you to do that much work.

oh and yes, a hub is much cheaper, you can get them for as little as $10 from what i have seen.

I would love to do the server idea but It will requite too much lead and extension work around the house, I would go with the other idea but I wouldn't know where to begin to be honest.

yeah I think I may have to go with that for now but how will I go about getting it set up do I do this on my main pc or will it have to go on it's own computer and will it be a whole network filter?

The group policy is already in windows go to Start>Run>gpedit.msc and use that guide from the link to set it all up.
