keyboard and time

hi there,
just a couple of small problems,
1) i have a uk keyboard but it seems to be the american type when i'm keying (dont have a pound sign ect!)
2) i'm constantly connected to the net through broadband and when i set the clock to gmt London it always changes itself automatically by 1 hour forward, i've now changed my location to one hour back (W.europe time) and it dispays the corrct GMT London time!
i use xp pro btw,
