Default I've got a challenge for you...Filter help

The filters at my school block certain things that shouldn't be blocked. For instance, if you go to google, type in 'Barney' and click on images, it says blocked for pornography. Yeah, kinda freaky. Anyways, I'm looking for a way to get around the filters. I've looked up a lot of different ways, and the only way that I've found that works is to go to a site my friend recommended to me (www.wujie.net) which lets you get to any site, using odd URLs. But, that loads very slowly, and if you're going to a site like this one, or LiveJournal, where you have to sign in, it doesn't let you sign in. So, I need another way to get around the filters.

~I cannot access the Internet options, they have that blocked as well.
~I cannot download any programs.
