Internet connection mistery

Hi,
Is there anyone who knows something about this:

I'm using dialup internet connection and I have not problem with connection to my ISP. I established connection with proper speed and I have indication of data transfer. Although, my internet connection doesn't work. When I try any internet browser or any software requiring internet there is message about no internet connection.

Have you got a firewall? If so what is it? Have you tryed turning the security settings down if possible?
