Internet Access Question

My elderly father volunteers six hours a week in a small historical museum. Most of his time is spent waiting for visitors to show up (not many do). I think he would enjoy some kind of electronic device that could access the internet and e-mail while he's working.

I have a Kindle e-reader that allows 3G access without paying a monthly fee. I paid extra for this feature when I purchased it. Is there an ipad, netbook, notebook, or something similar that will allow you to pay a one-time charge up front for 3g access rather than an ongoing monthly fee?

There is a fast food restaurant with a wi-fi router located next to the museum, but the signal strength isn't strong enough to use inside his building.

Any suggestions?
