You are in the States yeah? where the mains voltage is 115v yeah? and you switched your psu to 230v yeah? You're lucky you didn't blow your psu/pc up totally.
That was a big no no.
Please give your pc spec's including m/board cpu, psu (amps on the 12v rail) video card, cooling, any third party fan control programmes etc

thats the specs and the psu is a ATX 350 watt

From that I can assume you have no third party coolers (e.g. Zalmans etc)
What are the amps on the 12v rail? (It should be on the sticker on the side of the psu)
To get this info via software I guess you managed to boot into windows, is this correct?
Also have you altered any fan speed controller settings in the bios or via a third party app like ATi Tool at all?

no i have no third party coolers and never have used one out it shows first off

output-- +3.3v +5v , +12v , -5v , -12v , +5VSB
max current-- 28A, 30A, 15A, 0.3A , 0.8a , 2.0A

the model if my PSU is PSIV-450-2 so you can check that out if i gave you some info you didnt need , and no i havent altred any fan speed controller settings in the bios

and to get the info i used everest to get the info and i dont know what via means sorry im not the best with computers

via = using

You are now able to boot into windows yes?

EDIT: I have to go out for a while, I'll be back soon as I can :)

Thats intel stock coolers for ya. They always do that, it got so annoying that I went out and bought a 3rd party gigabyte fan. sooooo quiet and even cooler than the stock one was. I suggust you go out and buy a 3rd party CPU cooler

when i was still using windows a while back, my PSU fans would go crazy once in about 2 weeks. it doesnt do it anymore on mac.
