Default IE trying to download files instead of loading pages

I just reinstalled xp on a notebook computer. from the very beginning, when i try to open ie, first i get an error that says: Internet explorer cannot download / from www.msn.com. underneath this window is a file download window that is trying to download "/ from www.msn.com" i tweaked with the internet settings but nothing works. any ideas?

What happens when you try to get online does this happen? Is it only with IE, or have you tried to get Firefox too. Have you done your updating, then does it still happen.
