I was going to buy that, but then my dad started telling me how unreliable pci is and that I should buy a new hard drive instead. Is it true that PCI is unreliable?

no these cards should perform fine . He prolly means the new pci express is better but AFAIK you cant get ide controllers for that its mainly graphics
PCI is fine , i have a pci sound card and a tv tuner and both are fine on pci

Theirs nothing "unreliable" about PCI. PCI is the older standard for add in cards, and virtually all computers still have PCI slots.
