Default IBM Thinkpad 365XD problem

Everytime I try tyo load a CD in the CD-ROM, it's keeps rotating and flashing...there is no activity wether it's from the CD drive or tghe HDD

Spces:
P1 133MHZ CPU
24MB RAM
810MB HDD
TEAC-44E CD drive


Ohand...everytime I put another HDD in the laptop, it's just not plain detected...an IBM Travelstar 12.07GB


What's wrong?

EDIT: The CD drive works, but everytime I try to load any kind of burned disc, it doesn' do a single thing

Ok I found out that the CD drive is an 8X...which doesn't read 12X burns...

As for the HDD, I just took out te jumper and it worked

Now, the thing is: I had to install Win98 on another machine because the stupid laptop doesn't boot from the CD drive and doesn't have a floppy.

The thing is: I put the HDD in the laptop and instead of booting, it just doesn't do a damn thing. What could I've done there so it wouldn't boot?
