What do you mean by program? Do you actually want to write out code to form a program? Or something else?

Kind of. See, There are some programs that you create program like as if you'd draw. Then, by colliding them all, it would be a program.

If you don't understand this....

The...I WANT TO WRITE OUT A CODE THEN!

If you want to write a code and compiled it to make an exe file,Visual Basic 6 is a good one... You could save it as exe file plus the exe file you created could turn into an installer package because VB has a utility to create this thing...
