Default I can't play a VOB file...

I just recently got an older computer (p3 633mhz) and I just use it for my room... but it won't play a VOB file because it has no dvd player or decoders... so I want to know which program I can use to play it or where I can get a free decoder... my downstairs computer can run it all fine even with windows media player just up here there is no decoder
