Huge computer problem, cant even start at all

Basically it goes to the Windows loading screen, loads, then restarts. I can't get into safe mode / anything.

I tried to boot from the Windows CD and I get the bluescreen with an error STOP : 0x0000007 or something along those lines. My goal being to reformat.
Stop: 0x0000007b (0xF7c7a524, 0xc0000034, 0x00000000, 0x0000000)

is the exact error at the BSOD. So it seems I have two problems?


I also tested the RAM, it's good.
The power supply is also good.

its a Asus motherboard
intel pentium 4 processor
gforce 6200 pci-e
1024 ddr2 ram
 
Also try getting a live disk of Ubuntu, that you can boot off, then reformat your disk through the installer.
 
Thanks for the help so far, I tried out a few other things yesterday:

I tried a old HD in the computer and it booted up fine, so I guess HD is my main problem. But when I tried to boot off of Windows CD so I could install on the old HD, I still got the error. I'm pretty sure my cables are good and it's a stable drive.
 
I'd check all the cables, HDD, ROM and power, because when you say

I would suspect you'll find the problem there. How do you have the drives set up, as in which drive is on which ide cable.
 
So far the HDD/RAM/POWER SUPPLY are all confirmed to be good. The new HDD that is, the old one is 100% dead.
