HTML vs Plain Text

In outlook express you can set the option for sending e-mail for either HTML or Plain Text. How come on one of my PC's when I create and send an e-mail I am prompted to click on HTML or Plain Text but on my other PC it doesn't prompt me??? Is there another area that has to be set up?? I can only find it in tools - options - send tab.

Anyone else see this??

look under options and see if it says anthing about it, i do not use Outlook, but i think there should be something in the options, like "Use plaintext" or "use HTML" or "Prompt me before using"
