Default how to wipe an hdd

can you wipe and hddd without internet access

You can't do anything without internet access.

Quickest way is to just reformat it using a disc or connecting that HDD to another computer and formatting it that way.

Sure you can. You can just reformat it, but if you have any security/privacy sensitive material, it'll be recoverable (difficult, but possible)

If you want a permanent wipe, you need something like this vvv

If there is sensitive data on it I would just throw it in a closet. If not, dbn it and throw it away.

If you just want to wipe it to get rid of a virus or so you can start fresh, just re-install Widnows or whatever OS you want. All the installs will format (read: wipe) the drive before they install. The data will still be there, though it will take a professional and some hard core software to recover it.
