How do you reduce JPEG sizes?

I just got a new HP all in one Scanner and printer, a photosmart C3180. I scanned a photo that I want to put onto a forum, but there's a 150k file size limit, and I don't want to make the picture really tiny for it to conform to that...is there any way I can change the file size, without changing the image's size? I've seen it done before. It's about 930 kb right now.

The software that came with my HP Photosmart seems to be unable to detect any image file that isn't a .bmp, and I can't seem to find any other software that will do any "compression" type work. And I can't find any information online on the subject that makes any sense to me.

Can somebody here help me with this?
 
lol everyone hates on microsoft paint, but it's simple and can help you in a pinch. and i've made some pretty cool stuff with it.
