well the best way to do that would be to set up a Limited user account in windows xp.
With a limited user account you can control what programs the user can access, where they go on the internet, what they can install.
set the account up on the PC you want to have limited access on.
go to start/settings/control panel/users
you can create and manage and add and remove rights there
