Not even close. Processor is better albeit slightly but graphics card and psu are way worse not to mention it doesn't have an ssd. The one we recommended for you on pcpartspicker is the way to go for sure.

I'd go for either of the parts lists that Craig has put together and in they fit your budget, Only $50-$60 more. Have a look at Newegg & Tigerdirect's kits, They offer some good ones.
