Default Home media server

Hey everyone,
I am looking into building a home media server and I have a couple questions. I want to be able to stream video (HD content), music, and photos to several other rooms in my house. What hardware would you recommend for this? I know that I don't need an extremely powerful machine to handle this, but I am not sure how much will be necessary.

My one requirement is that the machine needs to have a tv tuner card so that I can record tv shows and also watch live tv. As a result, this isn't going to be a headless machine. I don't plan on streaming the live tv anywhere on my network(not sure if that is even possible), just viewing it directly at the machine.

I have a budget of roughly $500-600 max. Any ideas on what to get or look for?
