help with possible tv tuner purchase

I am thinking about purchasing a tv tuner for my computer. The idea is that I will save money by purchasing a tuner for my dorm rather than buying a tv. My computer is a Dimension 2400 with a crappy intergrated intel graphics card. My moniter is a 19 inch LCD. Processor is a celeron. Are there any suggestions for tv tuners that are good either internal or external, or if possible an affordable graphics card+ tuner that would work with a Dell. My computer has two extra PCI slots. I do not think they are PCI express considering it is a low end Dell. I have done some research, however, most of the places that sell these things are sparse when it comes to reviews and I dont want to get hosed so I just wanted to know if anyone could shed some light on this matter.
