Help. Pc won't shutdown just restarts

I build my new pc everything brand new and it will not shut down it will only restart the only way to shutdown is holding the power button in I have tried so many diffrent things an updates but no luck
My specs
Intel i74770k
Z87-c
Thermaltake nic c5 cooler
Corsair vengance pro 2x8gb 1600
Thermaltake lite power 700w fully modular
Windows 8.1
1tb hdd
120gb ssd
Aerocool xpreator case

Oh that's a problem I've not heard of before. normally I would say check the power button connectors but you said that you hold that to turn it off. So the only things I can suggest at this stage are, check through the BIOS (though I highly doubt there is anything there) and barebones the system and see if it will play ball.

Before you do all of that though, have you tried powering down before the OS loads?

Try going to the command line then type shutdown -s and see if that works..

What happens when you go into Start and then shutdown??
