It's not exactly bad but it doesn't exactly help you out either.
If you have 600-650 to spend on a new rig, I suggest you just start over and getting everything new.

Processor: Intel Core 2 Duo E6400/6300 (150-200)
Mobo: ASUS/Gigabyte board (100ish)
GPU: nvidia 7600GT (100ish)
HDD: provided (0)
Case: your pick
RAM: Corsair 2x1GB Dual Channel Kit Value Select (100ish)
PSU: 450+Watt Corsair/OCZ/Enermax/FSP brand (60-100ish)
Optical Drive: Provided

So yeah, that's basically it, if you need a monitor and peripherals then I suggest you look into a Dell desktop, though the affordable ones will most likely be using skt 939 which would bring you back to square one.
Sorry I couldn't give you exact model numbers/links but my internet is very laggy right now. Anyways, I hope this is enough to help you out.
