Unhappy Help Me Please

I just built a new computer and when i play 3d games every so often (10-20 secs) it skips frames. Here are my specs:

Abit NF7- S v2
AMD XP-M 2400(35-W) oced to 2.4 Ghz
1024 gb of corsair value select (6-3-3-2.5)
no name power supply 350 W
Sapphire Radeon 9800 128mb Pro oced (415 core, 365 mem)
7200 RPM 120 gb western digital HDD

I am pretty positive that it is the PS but I am not entirely sure... Please help me if you can.

I recorded voltages in bios if anyone needs them to determine if I have a bad or insufficient PS. THX!!!

CPU- 1.55V
VCC(+2.5)- 2.68V
I/O(+3.3)- 3.29V
+5- 5.05V
+12- 12.34V
-12- 13.18V
-5- 5.45V
3.3 Dual- 3.48V
Standby- 5.04V

Not really shure, but it could be the game ....How is it you got the game? Is it downloaded, burned or bought ?

I bought it, 3d games are fine if i stand still, but when moving it skips frames every 10-20 secs.

Wait a second.... Hmmm, your -12 rail is high... Suspiciously high... But other then that, try taking down the core speed on that 9800 by 15Mhz, and up the Memory by 5Mhz, then get newest drivers for it, and back your Processor OC down to 2.2-2.3. It might be a stability issue.

I tryed doing what AMD ZEN suggested and it seemed to help a little, but I still notice some frames being skipped and it is very annoying. I was thinking on upgrading my PS anyway and I was wandering if you would recommend this:

Nope, wouldn't get that, I would get this one:

I have this PSU, and it is VERY QUIET!! And, it runs ICE COLD!! Very nice!! Plus, it is 500watts, and has 12V Additional Rail Connector if your MOBO has that for added stability. Also, I think you should Underclock that Processor to 2.15 if you can, it is really too high, or up the voltage to it just a little bit...

Would you happen to know any good PS's around 40-50 with shipping. I am on a tight budget and cannot afford that PS.
