i never heard of that company that makes the ram. amd is more bang for the buck for cheaper stuff. id spend money on the graphics because the ati 2400xt isnt much
id get a geforce 8600 or if u want cheaper id get a 7600 for standard peformance

Your power supply and video card choices are not all that great IMO.

Staying within your $400 budget, I would suggest getting the FSP Group ATX400-PA ATX12V 400W Power Supply and the Leadtek PX8600GT TDH 512MB GeForce 8600GT. This will put you right at $356.91

Not bad. I thought your original parts list was fine. But your choice in video cards is holding you back. You'll need a little more muscle for gaming.

Don't whatever you do get that micro ATX mobo, you should get a normal ATX motherboard as they will have more slots and are alot easier to work on. And for the GPU, I would go with the 7600GT, if that's equals a bit more than 400, you could get the 3600+ X2 and your GPU would still be bottlenecking it. For, apart from RTS games, the GPU is more important than the CPU.
