Help me build a new computer?

I've been busy but I wanna build a computer I know a bit about building. I just need a little help getting started. What does liquid cooling do? I heard about it and read but kinda didn't know if I needed it for gaming. I already picked out the OS which is Win 7 which I already got. I also got a cooler master case and is full tower. I just need the insides thanks any suggestions or anything would be good.

Around $500 or less would be good if it runs over a little I can do it just gotta pull overtime XD
