The E6700 is old now. It was one of the first core 2s so he definitely shouldn't be buying that. I still think a Wolfdale would be best for him.

Well, I can't upgrade to a better processor than the 6700 so I guess I'll just buy a Quad separately.

Looks like a pretty solid build. I was gonna order my PC from iBuy until I decided to do it myself. If i'm not mistaken, it comes pre-built.

On Cyberpower they offer me 2 graphic cards. Would a second one just be a backup?

the second gfx card is two at a time. is it ATI or nVidia? either way i think they have to be the same. for nVidia it's called SLI and for ATI it's called crossfire when two are run at the same time.
