Help!! Which CPU would you pick!

It will be used for basic computing, internet and email. I'm building it so that it will last with the speed and performance and the possibility of upgrade.

Trying to hit around mid range technology so a few years down the road its not so obsolete, granted we all know how fast technology moves.

Its starting out with a 450 watt PSU, 4 gb OCZ ram, 500gb hdd, and an LG CD/DVD drive.
 
If you were to choose one for better performance overall, not what will be sufficient for a basic computing and price, what would you choose?

For basic computing and everyday programs, a dual core will be better. More programs are beginning to be coded to utilize both processors. I highly doubt most everyday programs for the majority of the masses will be coded for a quad core.
