Help with cooling system on dell 4600

I want to replace the main exhast fan with something better and more quiet. However Ive heard that on dell systems the fans are propriety and other fans wont work. Also the mother board has this unusal heat sink that I have not seen before and it has no fan over it. Can I safely replace this heat sink with another heatsink/fan. If so can anyone recommend some good queit replacements? Thankyou for any help anyone can provide

What heat sink? Do you mean the green cover over the heat sink?

yea that green duct is directly over the cpu heatsink i want to replace. If i cant replace that heat sink can I put a fan on it

I think I've seen the heatsink before. Just lift the green cover over the heatsink, and unscrew the old fan, and attach a new one. Make sure your system is stable though, the Intel Pent 4 runs hot.
