Angry Help With ATI Radeon 9800 Pro

I have a dell dimension 4300 and I just got a Radeon 9800 pro video card with the Cable Extension Cord. When I hook it up and get ready to turn my CPU on an orange light comes on and flashes in the front and I have no power. When I unhook the power extension cord and unplug my cpu until the Green light inside shuts off I get an error that reads that the Video card need the cord for power hooked up. Then I repeat this process of hooking this cord back up and same problem again, NO POWER!! I'm confused any help with this would be appreciated??? Could this be a power supply issue?

it requires a 300w PSU, then take a cable from the PSU and connect it to the HD cable then into the video card and it should work
