ur supposed to put a nice even layer on but not too much that it seep out the side of the heatsink and not too little. when you put you heatsink on after applying thermal paste; if you slightly twist the heatsink left and right a a bit you shouldnt feel any type of grinding of metal to metal, it should feel smooth and clean.

I was getting temps like this until I bought some compressed air and cleaned out all the dust that had accumulated within the heatsink and fan. Temps dropped over 10 degrees C. Be sure to keep spraying the can until only air comes out. When u use it initially, you'll find that water can condense on things. When the can becomes cold and only air blows out is the time to point it at the dust in the heatsink.
