No, but I'm sure they can tell the difference between 27-70 if its going slow because of lag and not purposely set at that speed (though games wouldn't be)
Starr is right in saying that the eye can see about 25-30fps since this is why movies are viewed at 25fps in the UK, and a slightly higher 39.something in other places (also known as PAL and NTSC)
