Yeah I know there is a heatsink.. but isn't that heatsink just on the GPU, with a fan on top of it?

Yea, but some dont have fans, they just come with the heatsink.

True. Such as the 7300GS. My old FX5200 and GeForce2mx cards all use passive heat sink cooling. I hang onto those old cards for workstations, useful if you don't need much graphics power but want silence.
