I guess that apevia fan I picked up was short lived.

well Im gonna warn ya those things are LOUD...

They are louder than the 45 dba they are advertised for if you have them infront of a grill to but if you dont mind a loud fan then those things will give ya a really big difference in airflow in your case...

That is normal for a Zalman heat sink. It does move a little. It's nothing to worry about.
