hdd space getting drained

well i did ccleaner and everything and now i think the problem stopped. but then my question now, is that when i disable system restore, does it mean that i cant make any more system restores or can i manually make one?

Since system restore is disabled, you cannot make anymore restore points untill it's enabled. Personally, I would re-enable it. On the second tab in the disk cleanup utility, there is a button that deletes all but the most recent restore point. Cleaning those out will free up a lot of space.

how do i get there? i cant find it

Im not sure but you can try doing this:
Try turning off hibernation, will get you back about a gig or so
and try reducing the size of system restore, maybe 6%?
