Lightbulb Easy

Thats one of the easiest questions to answer on the web
Call your server, complain to them,Give them a piece of your mind or stop payment.Or give me a rebate. It's easy in Canada, where are you ?
GB or Europe i would guess.
Why is this asked so often ?

no, obviously his ISP is providing a service because he is able to access the internet. Calling his ISP to complain will result in an expensive call with no fix available, with holding money will result in court action and credit black listing, (so you don't want that).
ISP's provide a service and have no control over the clients PC, One thing I would suggest is that maybe you are infected by the CoolWebSearch spyware which is cleverly made to hide from virus and spyware scanner,
To get rid of this you actually need a special removal tool called CWShredder.
