So i was checking through my video card specs and notice that in evga precision memory clock is at 2004mhz. Is that correct?

Because that's how fast the RAM runs? I don't understand your confusion. If you're looking at the 2004 figure and wondering why it says 4008, DDR is Double Data Rate. The effective speed is usually stated as "the" speed of the memory on the card. Slightly confusing, but that's how DDR works.
