GTX 650 Lagging, HELP!

Hi,

I recently upgraded my computer (not much of an upgrade to some of you but my previous one was 4 years old). My current computer is, in all aspects, better than my previous one but I'm experiencing video playback and game lags. I'm wondering if people can help me out and give me any insights. Below are my computer specs

That gpu is only good for older games and low profile games.
Not games like battlefield 4 and thief.

what games are you having trouble with?
 
I'm having trouble running games like Diablo 3 and Tera (both on low graphic settings). My computer shouldn't be having problem running these games especially on low graphics.

Also, it's not just games, if I have about 5 websites up via chrome + skype messenger (no chats on) + have VLC player running, it will lag my video and my mouse movements.
 
Still it should not act like that.
Open task manager - go to processes and performance to check if the CPU are using too much resources on something.

I couldn't help but notice that your harddrive is only a 200gb harddrive and you have 75gb left.
A harddrive upgrade would do wonders. harddrives get slower by age (because the spinning speed decreases) and the more stuff it has on it, it will store more at the end of the disk, which takes longer to read.
 
Ya I probably need an upgrade but like BikerEcho has mentioned, it shouldn't be acting this way. my CPU usage stays around 5-15% even when running videos or games. the harddrive is new and the person who installed it for me purposely divided up the partitions. so the C: and D: is actually one harddrive.
 
are your CPU running at the right clock speed?

Does it matter which video program you use to watch videos?
 
how do i check if my CPU is running at the right clock speed?
and no, i think it matters on how many things i'm running
