Default Got a PC, doesn't come with OS

All I need to do is buy the OS and then run it during its boot and then it should install the OS, right?

Right, just make sure you get the "non-upgrade" version of Windows! If you don't, then it will not work. You have to get the full edition! If not, say bye bye to any hopes of having an OS. Just pop in the full edition of XP Pro into the disk drive, select in Boot Options in BIOS to boot from the disk (put it first in boot order) and follow the steps. GL.
