noise will depend on the fan you get, I can't hear my Scythe Slip Stream (1900rpm) at 1700rpm

I see fans around that have like 12 blades. Are these quieter than normal fans or it it just to shift more air?

Well, supposedly they are meant to move more air, and depending on the design, may be slightly quieter (or louder), and may spin slower.
