Default General Ram Question

I've been wondering this for awhile, so I figured i'd ask. If i'm not mistaken, pc3200 runs at 400mhz, but when i've got it installed, it's detected at 200mhz during startup. Why is that? I'm quite curious.

"PC3200 runs at 200MHZ (200MHZ X 2) 400MHZ is the system memory frequency you would use for 200MHZ DDR Ram"

so this is why it'll be reported as that
