even a computer i built for my dad that was 350 dollars (no monitor no os) was able to run games on high...so its easily possible

I attempted to get a parts list together before for a system $500 or less. I barely got one without an OS for a midrange system. I can't say I'd run all the parts I put into the system, but it was for someone that needed an upgrade for some mid-level gaming and basic stuff. You're not going to be able to get any kind of decent system for under $500 IMO.
