The horizontal frequency set by your video card at 800x600 is too high for your monitor.

is there anyway to adjust just the horizontal? i can range the frequency from 60hz to 200hz on 800*600 but that doesnt make a differnce

No, The correct monitor driver can tell the video card which frequencies it can use. Unfortunately finding drivers for your monitor is going to be very hard. That's if there are any.

Dont forget it's NOT a Pc monitor. I looked for about an hour, Usually I can find any driver in that time, but no joy.

Lightbulb Monitor drivers

The only ones you need "may have come with it" othewise the video card install takes over to detect it and writes to the Windows/monitor.inf file.Try uninstalling and installing your video card.
If that doesn't work take back the monitor.
