Default ftp server help.

hello.... i'm trying to create a ftp so people can acess some files on the internet with a user and password....i got xp media center 2005(includes pro version)...i have been reading around and i guess i got internet information services setup..not sure if its setup right.... and when i get someone to try to acces it, it says connecting and it fails...i don't think its setup right...and also i got a router would that block it?

edit:...and i guess it says incorrect username and password...even when i have the password blank.
