Chances are if its HP junk it will be locked as to overclocking then
 
Yes most prebuilt systems lock overclocking settings. This is more than likely what is happening and is why custom built computers are the way to go.

gah, is there a way to unlock it?btw my mobo is jumperless so it cant be locked thru a jumper
 
Unfortunately the only way I know of is to buy a new motherboard by a known company like asus and in fact these days any mobo from known companies are usually unlocked. The main ones that are locked are mobo's made by big companies like HP, Dell, etc.
