Default Friend's computer problems

So my friend just finished building his computer today. we tried turning it on, but the front led lights were just flashing. On the motherboard, there are 4 phase lights labeled as DD4,DD5,DD6,DD7. They would continuously blink and flash. Cpu fan was not working, but the back, psu fan was working.

Double check to make sure evrything is correctly connected and fully seated. All cables, wires, memory, video card, drives etc.

Check the manual for any info on the "phase lights".

^^ tried it twice and still the same problem occured still. Do you think it could be the motherboard? Or is it something else?

Could be a short. Are all the standoffs in their proper positions? A misplaced one could cause problems.

Is the heatsink plugged into the correct place? on that Motherboard there is a 4 pin header for the CPU fan and a 3 pin header for a Power fan right next to each other. Make sure that it is connected to the 4 pin header which is on the left of the two (closest to the CPU socket)
