sometimes my one case fan thats plugged into my mobo goes upto 54k somehow lol then goes back down to 2ooo lol

with this set up...
with voltages stock, and stock HSF for now...

any tips on how to increase my FSB, and multiplier? just need ideas, like how many volts to go by in steps? anythings helpful.
