It's generally a function of the game. Each game has its' own way of showing fps. What games(s) are you interested in?

Battlefield Vietnam: console.ShowFPS

You can try looking up on Google: FarCry Console Commands.

On Battlefield 2, it's

renderer.drawfps 1

to show the FPS, and

renderer.drawfps 0

to disable it again.
