Default Formating hd

hi my computer is aljacked up and i was going to format my harddrive so i went to my computer and right clicked on the hard drive one and went and clicked on format and then a box pops up and then i click start and i get this error saying windows cannot format this drive.Quit anydisk utilities or other programs using this drive, and make sure that now windows is displaying the contents of the drive.Then try again. So after i tryed that i went to command propt and typed format c: and that dint work. so do you guys have any sugesstions. Thanks

Default OOPs...

Xp will not let you destroy it while it's running. Change the boot up sequence to cd first and put the xp cd in. Save and exit. Boot up will take you to the xp menu. Select install and just follow the screens. Do a clean install.

OR if u boot into command without windows running and format from there
