Default format to fat32

ok so i bought a 60gig external hd to put in my car but i need to format it to fat32 however windows only lets you format up to 32 gigs what programs can i use to bypass that?

desktop:MB:MSI 890FXA-GD65 AM3 AMD 890FX/AMD Athlon II X4 620 Propus 2.6GHz 95W Quad-Core Processor/8gigs corsair ram/corsair 650w power supply/Sapphire HD 5870 2GB/ 2tb hd space/ 4 120mm case fans

Boot from a Windows 98 boot disc and do in DOS:

1. FDISK =>erase any existing partition
2. Create a single active partition
3. restart to DOS and type : format c: /sys
